
























{"id":31435,"date":"2023-03-10T15:45:56","date_gmt":"2023-03-10T14:45:56","guid":{"rendered":"https:\/\/women4biodiversity.org\/what-did-cop-15-bring-for-women-and-girls-blog-post\/"},"modified":"2025-02-14T09:27:06","modified_gmt":"2025-02-14T08:27:06","slug":"what-did-cop-15-bring-for-women-and-girls-blog-post","status":"publish","type":"post","link":"https:\/\/women4biodiversity.org\/fr\/what-did-cop-15-bring-for-women-and-girls-blog-post\/","title":{"rendered":"HIGHLIGHTS: What did COP 15 bring for women and girls?"},"content":{"rendered":"\r\n<p>To discuss the critical outcomes for gender justice, gender equality and women\u2019s empowerment of December 2022\u2019s Fifteenth Meeting of the Conference of Parties to the Convention on Biological Diversity (CBD COP15) the UNCBD Women\u2019s Caucus held the virtual roundtable \u201cWhat did COP 15 bring for women and girls?\u201d on 22 February this year.<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image alignleft size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-5886\" src=\"https:\/\/www.women4biodiversity.org\/wp-content\/uploads\/2023\/03\/Bianca-Brasil.jpg\" alt=\"\" width=\"230\" height=\"230\" \/>\r\n<figcaption>Bianca Brasil<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>The virtual event\u2019s speakers discussed insights on the implementation of the historic stand-alone gender equality target in the <a href=\"https:\/\/www.cbd.int\/doc\/c\/e6d3\/cd1d\/daf663719a03902a9b116c34\/cop-15-l-25-en.pdf\">Kunming-Montreal Biodiversity Framework<\/a> and the post-2020 Gender Plan of Action. They also talked about the ways forward for gender responsiveness in CBD COP 15 decisions on<a href=\"https:\/\/www.cbd.int\/doc\/decisions\/cop-15\/cop-15-dec-07-en.pdf\"> resource mobilization<\/a>,<a href=\"https:\/\/www.cbd.int\/doc\/decisions\/cop-15\/cop-15-dec-08-en.pdf\"> capacity-building and development<\/a> as well as<a href=\"https:\/\/www.cbd.int\/doc\/decisions\/cop-15\/cop-15-dec-06-en.pdf\"> mechanisms for\u00a0 planning, monitoring, reporting and review<\/a>.<\/p>\r\n\r\n\r\n\r\n<p>In her opening remarks, <strong>Bianca Brasil<\/strong>, Secretariat of the Convention on Biological Diversity (SCBD) Programme Management Officer, celebrated wins for women in the adoption of the Kunming-Montreal Biodiversity Framework like the adoption of a stand-alone gender equality target (Target 23) and another target (Target 22) mentioning women and girls.<\/p>\r\n\r\n\r\n\r\n<blockquote class=\"wp-block-quote has-text-align-center is-layout-flow wp-block-quote-is-layout-flow\">\r\n<p><em>\u00ab\u00a0Successful implementation [of the Kunming-Montreal Biodiversity Framework] will depend on ensuring gender equality and empowerment of women, and reducing inequalities.\u00a0\u00bb<\/em><\/p>\r\n<cite><strong><mark class=\"has-inline-color has-nv-dark-bg-color\" style=\"background-color: rgba(0, 0, 0, 0);\">Bianca Brasil,<\/mark> <mark class=\"has-inline-color has-nv-dark-bg-color\" style=\"background-color: rgba(0, 0, 0, 0);\">Opening remarks <\/mark><\/strong><\/cite><\/blockquote>\r\n\r\n\r\n\r\n<p>The panel then discussed the Framework\u2019s and other CBD COP 15 decisions\u2019 implications and opportunities for women and girls.\u00a0<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image alignright size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-5891\" src=\"https:\/\/www.women4biodiversity.org\/wp-content\/uploads\/2023\/03\/Ana-Di-Pangracio-1024x1024.jpg\" alt=\"\" width=\"214\" height=\"214\" \/>\r\n<figcaption>Ana di Pangracio<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p><strong>Ana di Pangracio<\/strong>, Deputy Director of Fundaci\u00f3n Ambiente y Recursos Naturales (FARN)said that while the Framework is \u201cnot perfect, it is a step in the right direction.\u201d\u00a0<\/p>\r\n\r\n\r\n\r\n<p>\u201c[The Framework] brings about a paradigm shift towards human rights-based to gender-responsive and socially equitable biodiversity conservation,\u201d she said, citing points like the human right to a clean, safe, and sustainable environment, the full recognition and respect for the rights to land resources and territories of indigenous peoples and local communities and protection of environmental human rights defenders and their access to justice.<\/p>\r\n\r\n\r\n\r\n<p>Di Pangracio also underscored that the stand-alone gender equality target \u201cembedded a gender-responsive approach\u2026with [women\u2019s] full, equal, meaningful, and informed participation in leadership at all levels of biodiversity, decision-making and policy.\u201d<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image alignleft size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-5897\" src=\"https:\/\/www.women4biodiversity.org\/wp-content\/uploads\/2023\/03\/Mrinalini-Rai.jpg\" alt=\"\" width=\"194\" height=\"283\" \/>\r\n<figcaption>Mrinalini Rai<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>Meanwhile, <strong>Mrinalini Rai<\/strong>, Director of Women4Biodiversity, also said the stand-alone gender equality target was important for Parties to the CBD to report on gender in their biodiversity national reports.<\/p>\r\n\r\n\r\n\r\n<p>\u201cWhile the Gender Plan of Action is ambitious, it is voluntary, not mandatory,\u201d Rai said. \u201cThis is also a reason why we pushed for Target 23.\u201d<\/p>\r\n\r\n\r\n\r\n<p>The next speakers talked about monitoring and implementation of the Framework and related CBD COP 15 decisions.\u00a0<\/p>\r\n\r\n\r\n\r\n<p><strong>Isimemen Osemwegie<\/strong>, Assistant Coordinator of Capacity Development for Biodiversity and Ecosystem Services (CABES) said that the <a href=\"https:\/\/www.cbd.int\/doc\/decisions\/cop-15\/cop-15-dec-08-en.pdf\">capacity-building and development<\/a> decision\u2019s strength was its inclusivity, targeting least developed\u00a0 countries, small island developing states, indigenous peoples, women and youth.<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-5898\" src=\"https:\/\/www.women4biodiversity.org\/wp-content\/uploads\/2023\/03\/Isimemen-Osemwegie.jpg\" alt=\"\" width=\"224\" height=\"251\" \/>\r\n<figcaption>Isimemen Osemwegie<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>However, \u201cthe political priorities [in each country] might not align with the international front,\u201d she said, and thus inclusive capacity building \u201cneeds continued advocacy.\u201d She added that she is looking forward to countries\u2019 national reporting of their capacity development frameworks.<\/p>\r\n\r\n\r\n\r\n<p>Meanwhile, the <a href=\"https:\/\/www.cbd.int\/doc\/decisions\/cop-15\/cop-15-dec-06-en.pdf\">mechanisms for\u00a0 planning, monitoring, reporting and review<\/a> appear promising, according to <strong>Katherine Despot-Belmonte<\/strong>, senior programme officer of the UN Environment Programme-World Conservation Monitoring Centre (UNEP-WCMC).<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image alignleft size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-5900\" src=\"https:\/\/www.women4biodiversity.org\/wp-content\/uploads\/2023\/03\/Katherine-Despot-Belmonte.jpeg\" alt=\"\" width=\"211\" height=\"315\" \/>\r\n<figcaption>Katherine Despot-Belmonte<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>She said the document has \u201can extensive number of indicators that are meant to help countries to track, and the progress towards the ambitions, ambitious goals, and targets that they&rsquo;ve agreed on in the global biodiversity framework.\u201d<\/p>\r\n\r\n\r\n\r\n<p>However, the monitoring framework is yet to be finalized, and no headline indicator has been agreed on yet for the stand-alone gender equality target, so Despot-Belmonte encouraged event attendees and the UNCBD Women\u2019s Caucus to continue \u201ccontributing inputs to ensure the monitoring framework is gender-responsive.\u201d<\/p>\r\n\r\n\r\n\r\n<p><strong>Lim Li Ching<\/strong>, Senior Researcher at Third World Network (TWN), then pointed out the issues of the <a href=\"https:\/\/www.cbd.int\/doc\/decisions\/cop-15\/cop-15-dec-07-en.pdf\">COP 15 decision on resource mobilization<\/a>, saying that financing is inherently flawed as it is \u201chighly dependent on the private sector\u201d and such financing has historically had \u201cnegative social impacts and entrenched social and gender inequalities.\u201d<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-5901\" src=\"https:\/\/www.women4biodiversity.org\/wp-content\/uploads\/2023\/03\/Lim-Li-Ching.jpg\" alt=\"\" width=\"247\" height=\"247\" \/>\r\n<figcaption>Lim Li Ching<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>Also, in the Kunming-Montreal Biodiversity Framework, only Target 19 mentions a goal to increase financial sources and mobilizing 200 million US dollars per year.<br \/><br \/>To help address these issues, Lim said Parties to the CBD should be encouraged to update and implement their national biodiversity finance plans, and to engage women in this process. The strategy for resource mobilization should then be reviewed on COP 16, and a resource mobilization advisory committee established on COP 17.<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image alignleft size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-5902\" src=\"https:\/\/www.women4biodiversity.org\/wp-content\/uploads\/2023\/03\/Amelia-Arreguin-819x1024.jpg\" alt=\"\" width=\"247\" height=\"309\" \/>\r\n<figcaption>Amelia Arreguin<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>After the speakers shared their insights, UNCBD Women\u2019s Caucus Coordinator <strong>Amelia Arreguin<\/strong> encouraged the Women\u2019s Caucus members and attendees to \u201cmake use of these opportunities,\u201d to ensure gender responsiveness in the implementation and monitoring of the COP 15 decisions.\u00a0<\/p>\r\n\r\n\r\n\r\n<p>\u201cWe need to be there.
