Madarang<\/p>\r\n\r\n\r\n\r\n<p>A stand-alone gender equality target in the post-2020 global biodiversity framework would fill the gender gaps of the previous ten-year framework for biodiversity action, said representatives from the Dominican Republic and the United Republic of Tanzania, both Parties to the Convention on Biological Diversity (CBD).<\/p>\r\n\r\n\r\n\r\n<p>Speaking during the <a href=\"https:\/\/www.women4biodiversity.org\/womenareinoursharedfuture\/\">#WomenAreInOurSharedFuture Biodiversity Day live interviews<\/a> hosted by Women4Biodiversity last May 22, Martha Ngalowera, public awareness officer in the Office of the Environment under the Vice President\u2019s Office in Tanzania, said that the <a href=\"https:\/\/www.cbd.int\/sp\/\">Strategic Plan for Biodiversity 2011-2020<\/a> had gender gaps.<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\r\n<div class=\"wp-block-embed__wrapper\">https:\/\/youtu.be\/Mi9xxEjRBd8<\/div>\r\n<figcaption>Watch Women4Biodiversity\u2019s full interview with Martha Ngalowera from the Office of the Environment under the Vice President\u2019s Office of the United Republic of Tanzania<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>A stand-alone gender equality target in the post-2020 global biodiversity framework, which will guide Parties to the CBD in their biodiversity planning and policies for the next 30 years, will help \u201cwomen and girls be involved in decision-making in the shared resources from biodiversity,\u201d Ngalowera pointed out.\u00a0<\/p>\r\n\r\n\r\n\r\n<p>Isabela Hern\u00e1ndez, Head of the Division of Invasive Alien Species in the Dominican Republic\u2019s Ministry of Environment, also had similar sentiments during the live interview.<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\r\n<div class=\"wp-block-embed__wrapper\">https:\/\/youtu.be\/VBVw43GEuI8<\/div>\r\n<figcaption>Watch Women4Biodiversity\u2019s full interview with Isabela Hern\u00e1ndez from the Dominican Republic\u2019s Ministry of Environment.<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>\u201cWe failed in mainstreaming gender with Target 14 [in the Aichi Biodiversity Targets],\u201d Hern\u00e1ndez said. She added that the target was \u201cvery broad\u201d and \u201cgeneral.\u201d The <a href=\"https:\/\/www.cbd.int\/sp\/targets\/\">Aichi Biodiversity Targets<\/a> are the targets mapped out under the Strategic Plan for Biodiversity 2011-2020.<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" class=\"wp-image-1959\" src=\"https:\/\/www.women4biodiversity.org\/wp-content\/uploads\/2022\/06\/Target-14.png\" alt=\"\" \/>\r\n<figcaption>Target 14 under the Aichi Biodiversity Targets<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>Hern\u00e1ndez also pointed out that the current target which includes women in the first draft of the post-2020 global biodiversity framework, Target 21, is also \u201cgeneral.\u201d<br \/><br \/>\u201cTarget 14 and Target 21 are very much alike,\u201d she said.<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh5.googleusercontent.com\/GPNbUK_9kENtfJ1-90CjSQgKie34wUVIklNgwTMre3Ylvvc-MGB9QEfJ6UVFr2l8-VAN3BHmm2p1PJ4FBWsuI5kB0KyIO17_V_OxO8YHKG4LFj42uS8l5CxNcXoASIsB6Zktw75ONp8FTteQQg\" alt=\"\" \/>\r\n<figcaption>Target 21 in the first draft of the post-2020 global biodiversity framework<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\">A biodiversity target for women\u2019s access, participation and decision-making\u00a0<\/h3>\r\n\r\n\r\n\r\n<p>A stand-alone gender equality target in the post-2020 global biodiversity framework, on the other hand, emphasizes women\u2019s access to natural resources, and their participation and decision-making in biodiversity planning and policy.<\/p>\r\n\r\n\r\n\r\n<p>\u201cWe need to address gender in a specific way for us to be successful this time,\u201d Hern\u00e1ndez said. \u201cWith [a stand-alone] target, we are going to move forward with mainstreaming gender.\u201d<\/p>\r\n\r\n\r\n\r\n<p>The stand-alone gender equality target, which will be <a href=\"https:\/\/www.women4biodiversity.org\/target-22-gender-in-post-2020-global-biodiversity-framework\/\">Target 22<\/a> if adopted in the post-2020 global biodiversity framework, was proposed by Costa Rica and later supported by members of the Group of Latin American and Caribbean States (GRULAC), including the Dominican Republic, as well as by Cote d\u2019Ivoire, Togo, Benin, Cameroon, and Tanzania during the CBD meetings in Geneva last March (See proposed text in the box below).<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh5.googleusercontent.com\/TxmX0cuvhrk0JdkVPuNwQglv0Tk5acO0AonYeuYT_YCsTudKk1VxsVHzhTUzzX4Gv4gwx0ykBsjioOjFkLSr-Nd7A51HtbBsnc_YFptaaytU8KS6lYrPzYgpOEnZd0XJXo_pEsf3_RElelZy6A\" alt=\"\" \/>\r\n<figcaption>Proposed text for a stand-alone gender equality target in the post-2020 global biodiversity framework<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>Ngalowera said that with a stand-alone gender equality target, gender \u201cwill be in every biodiversity plan [of Parties to the CBD].\u201d<\/p>\r\n\r\n\r\n\r\n<p>It is worth noting that in a <a href=\"https:\/\/www.cbd.int\/gender\/doc\/gender-biodiversity-nbsaps-report-final.pdf\">study<\/a> of 254 National Biodiversity Strategies and Action Plans (NBSAPs) from 174 countries from 1993-2016, only 56 per cent of the NBSAPs and 61 per cent of the countries mentioned at least one keyword on gender and\/or women. A significant percentage of NBSAPs have no mention at all of women or gender.<\/p>\r\n\r\n\r\n\r\n<p>A stand-alone gender equality target would help address that. \u201c\u201cSaying you are going to achieve gender equality is one thing, but implementing it and reporting it is another\u2026now it\u2019s going to be official, obligatory [to implement it],\u201d\u00a0 Hern\u00e1ndez said. \u201cReporting will be mandatory\u2026and now that it is, you have to make a full strategy for your key actors at the national level\u2026to really achieve the target.\u201d<\/p>\r\n\r\n\r\n\r\n<p>She added that the Dominican Republic does have gender-focused biodiversity activities, but she saw the power of a stand-alone gender equality target, because at present \u201cwe are not obligated &#8211; we don\u2019t have to report about [gender].\u201d<\/p>\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\">How a stand-alone gender equality target would help women and biodiversity conservation<\/h3>\r\n\r\n\r\n\r\n<p>Ngalowera expressed hopes that with a stand-alone gender equality target, women in her country would have better access to natural resources and better participation and decision-making in biodiversity planning and policy.\u00a0<\/p>\r\n\r\n\r\n\r\n<p>\u201cI noticed there are very few women in decision-making positions in biodiversity,\u201d Ngalowera said. \u201cMost local women here don\u2019t have access to resources. They cultivate crops, but it\u2019s their husband, father, or brother who has control. These women, though, have a lot of knowledge and experience [in biodiversity].\u201d<\/p>\r\n\r\n\r\n\r\n<p>\u201cThey are the main agents in helping humanity live in harmony with nature,\u201d Ngalowera said, citing the post-2020 global biodiversity framework\u2019s vision in 30 years. She mentioned, among other things, women\u2019s roles in sustaining their families and communities.<\/p>\r\n\r\n\r\n\r\n<p>Ngalowera also added that she noticed that in environment-related meetings, women were significantly lesser in number. \u201cYou may find three or four women. Six out of 20 people are already many,\u201d she said.<\/p>\r\n\r\n\r\n\r\n<p>Ngalowera is hopeful that women\u2019s knowledge and experiences will be taken into consideration in biodiversity planning and policy, and women will have \u201cequal access to the shared resources from biodiversity.\u201d<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1958\" src=\"https:\/\/www.women4biodiversity.org\/wp-content\/uploads\/2022\/06\/Martha-Ngalowera-Biodiversity-Day-live-interviews.png\" alt=\"\" width=\"476\" height=\"363\" \/>\r\n<figcaption>Ngalowera is hopeful that with a stand-alone gender equality target, women in Tanzania would have better access to natural resources and more participation and involvement in decision-making on biodiversity issues.<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>Hern\u00e1ndez, meanwhile, is looking forward to how the gender target will help the Dominican Republic, as a member of GRULAC and the Small Island Developing States (SIDS) address environmental issues like climate change, intense heat waves, hurricanes, and the dust blowing from the Sahara desert.<\/p>\r\n\r\n\r\n\r\n<p>\u201cYou gain so much to have a gender perspective within your initiatives that you can imagine how different your conservation actions will go,\u201d Hern\u00e1ndez said, adding that women have an important role as they \u201ctake part in a different manner [with men] in conservation activities.\u201d<\/p>\r\n\r\n\r\n\r\n<p>She is also hopeful that women\u2019s conservation actions, such as women working in forest conservation and restoration, will now be \u201crepresented, measured, and monitored.\u201d\u00a0<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/lh4.googleusercontent.com\/cBZX3YkH0QizydpNRPvzCtFlYTjuhxuLCP0NcHyrQbBBXFRDFQLLkxp7YNx9rHiXYMCFgRhcYQi2b2dP9QcKg_u1tDpXOQ5cpbAeyd_Jp3V6L3KuN4Mtfb2qeEdNedfQojt7xRFZPaTpfY_2uw\" alt=\"\" width=\"475\" height=\"391\" \/>\r\n<figcaption>Hern\u00e1ndez is hopeful that truly including women in biodiversity policy and action<br \/>will make conservation more impactful.<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>Ngalowera had similar insights. \u201cIf we include women in [biodiversity] policy and strategy, [recognize their] knowledge and experiences, we would have more impact in biodiversity conservation,\u201d she said.\u00a0<\/p>\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\">Road to COP 15<\/h3>\r\n\r\n\r\n\r\n<p>Both Hern\u00e1ndez and Ngalowera reiterated that their countries will continue to support the stand-alone gender equality target in the upcoming<a href=\"https:\/\/www.cbd.int\/article\/notification2022-024\"> Fourth Open-Ended Working Group Meeting on the Post-2020 Global Biodiversity Framework<\/a> in Nairobi, Kenya later this June and up to the Fifteenth Meeting of the Conference of Parties (COP 15) in Kunming, China, where the post-2020 global biodiversity framework will be adopted.<\/p>\r\n\r\n\r\n\r\n<p>\u201cWe plan to support this to the end. There will be no shared future [for all life on earth] without a gender perspective, or gender equality,\u201d Hernandez said, referencing <a href=\"https:\/\/www.cbd.int\/biodiversity-day\">Biodiversity Day\u2019s theme for this year<\/a>. \u201cWe need to have women and girls involved in our biodiversity actions.\u201d<\/p>\r\n\r\n\r\n\r\n<p>\u201cWe will be building a shared future,\u201d Ngalowera added, saying Tanzania will support Target 22 until COP 15. \u201cI have a very great hope that after the post-2020 global biodiversity framework [with a stand-alone gender equality target] is implemented, everyone will feel they share the resources from biodiversity, and more women will be involved in the policy and decision-making on a day-to-day basis.\u201d<\/p>\r\n","protected":false},"excerpt":{"rendered":"<p>By Rhea Claire E.
